Summary of Responsibilities

Responsible for leading the integration and maintenance of business applications and databases for Hope Network as well as ***isting in the research, evaluation and selection of new applications as they align with organizational goals. May include but not limited to financial, clinical, payroll, human resources, office, web-based
and other approved applications. Involves troubleshooting of existing applications, developing consistent methodology, and eliminating duplication across applications. Coordinate with all available resources to ensure maximum utilization of application systems for maximum business impact.


Specific Responsibilities – Essential

1. Lead I.T. systems analysts and user support staff to manage data driven technology applications. For direct reports:
 Establish day to day tasks and priorities and provide follow up
 Contribute to performance reviews and discuss with IT Director
 Regularly document and discuss performance issues - ongoing
 ***ess skills and training requirements
 ***ist in the evaluation of required resources and contribute to the hiring and retention processes of internal staff and outside vendors
 Approve and manage PTO
 Facilitate regular and required communication within and between the technical services and the business applications teams
 Provide regular communication regarding strategic planning, budget performance, and organizational goals and expectations
 Develop and maintain plans to regularly cross-train and/or rotate key duties to balance workloads, provide ample backup, and enhance skills and duties
 Regularly communicate Hope Network Mission and Values and apply Values-based decision making


2. Works with Technical Services Team Leader and Support Staff to develop appropriate and secure systems of access to Hope Network applications and databases. Annually define requirements that ensure HIPAA and CARF compliance and work with Technical Services Team Leader to provide adequate security for PHI and personal information for customers, consumers, and employees.


3. Responsible for the implementation of new applications as required by Hope Network and IT Director.


4. Recommends development or retirement of applications to meet business needs. Researches, reviews requests, and makes recommendations for new software applications, and ***ists IT Director in recommendations for approval.


5. Coordinates with other IT team members in terms of long-term storage needs and hardware requirements in order to achieve acceptable application system performance.


6. Ensures documentation of on-going maintenance needed for each newly developed or enhanced application, and communicates on-going maintenance needs for database validity processes with Engineer for on-going support. Reports any concerns discovered related to data reliability and validity.


7. Responsible for the integration of Hope data across applications or affiliates as needed. Recommends and initiates improvements in data integration, which minimize duplicative entry and maximize retrieval of useable information.


8. Researches technology environment (both existing software system improvements and new software) for solutions/options that meet business needs.


9. Responsible for all aspects of project management and deliverables for ***igned applications and leading project management of all applications within the team. Includes project management for all development and enhancements within scope of business area. Includes responsibility for initiating updates regarding status of timeframes and sub-tasks to Director of IT and Affiliates at least monthly.

10. Works with Hope Network Leadership Center and Affiliate staff to produce and/or recommend reports for financial, human resource, production, quality, marketing, communications, and other areas of business need.


11. Responsible for ensuring that Disaster Recovery procedures are current, documented, tested, and followed for all business applications administered by the Business Applications Team.


Position Requirements – Essential

 Demonstrated competency analyzing functionality and trouble shooting applications in order to meet business needs.
 Demonstrated ability to foresee and proactively seek out the requirements and solutions that enable Hope Network to achieve organizational goals.
 Demonstrated ability to work in a team environment, lead discussions, and resolve conflicts.
 Demonstrated ability to lead project teams to accomplish goals within approved budgets and timelines.



 Ability and willingness to objectively evaluate the performance of direct reports and provide plans, tools, and proper coaching to deal with performance issues and ensure accountability. Will need to be able to deal with common personnel issues.
 Demonstrated ability to integrate data to achieve business results.
 Ability to work with minimal supervision in daily tasks and special projects.
 Demonstrated ability to communicate effectively with technical and non-technical staff.
 Ability to articulate and actively support the mission and values of the organization to various audiences.
 Nationwide travel may be required. Must have a valid Drivers License.
 Demonstrated understanding of business systems and related software issues.

Position Requirements – Non-Essential

1. Certifications in SQL, Oracle, AS400, and Microsoft Products.
2. Formal education in Systems Analysis (***ociate or Bachelor’s Degree).
